Caller: Claiming to be from Google Claiming to be my Google Accounts Manager and wanting to "help" me with my SEO. I was of the belief that "Google" doesn't ring people. She claimed that she does indeed work for Google. I referred her to email me what she wants to help me with.

They are actually from Google (or a third party paid by Google), but they're targeting retailers/people who own websites or businesses and have a Google Ads account.
To be honest I've found them pretty useless, but it's not a scam.
