Got a call from this number and didn’t leave any message. Scammer??

Recorded message, call from Immigration department, said been trying to contact me for a long time, have important document to sign, message then given in Chinese (I presume) then select a number and just rings out. F#@*wits.....

This is a scam call. When you answer it goes straight to a recorded message asking you to select a language - Chinese is the first option. That says it all.
