I received an automated American male voice message from this number threatening to arrest me if I didn't call straight back

I received a message from someone who did not leave a name or company. Who said "There is a lost suitcase getting filed under your name. The moment you receive this message I want you to get back to me on my department of division no 2800". I called them hours later and it just cut out. No voicemail message or anything, I strongly believe this to be a scam, otherwise it would have gone to message bank informing customers of their opening hours etc.
