I have received a phone call form this number and they said that I have received a refung from the bank?

The guy that called me was named Thomas Wilson and said that he was from the Department of Fair Trading and that I was entitled for the refund from the bank and that I had to pay a 10% fee of $900 payable to the Queensland Government.
