I received the same message with an American accent,definitely a scam.

I had a good laugh at their expense, a man with an Indian accent called "Eric Foster" claimed I owed the ATO $4356 and there was an arrest warrant out against me - an obvious scam so I played along and made him read out a long legal preamble twice claiming I had poor hearing before bursting out laughing to his annoyance, he then put the phone down😂😂
