Received a standard call wanting to make a website for me, I get these all the time, every call is from a different number. This one is actually owned by some poor person who is probably getting a lot of flack for making spam/scam calls when it's not their fault. The scammers are spoofing their number.
The only solution I'm aware of is if you're on a mobile phone, use a whitelist, so any unknown number is blocked. I get 3 to 10 calls every day from unknown numbers, always with an Indian accent asking "Is that (my first name)?" In the past these would stop if I said, no, wrong number, but that isn't working now. I try cancelling all the unknown numbers but they just call again. So the whitelist is all that's left.
Mobile carriers COULD block all spoofed VoIP calls, but they don't. That's whose fault it really is. Pressure these companies to do something about it.
