Caller: Solar rebate scheme

I tried calling this number back and got "your call could not be connected" twice. Now blocking this number. I have gotten Telstra to block all incoming oversees calls. They may now be faking a local caller ID thinking that people would most likely answer as I did only to be confronted with an Indian accent trying first to ask if I was the owner of the business. NEVER SAY, "YES" or they'll use your recorded "YES" as a verbal contract. The when I asked who wants to know, she started on about the solar rebate scheme. My wife just got a call on her number as I'm typing this. I think that they plug away until they find a local number that is disused and somehow fake that caller ID. I have no qualms in abusing the f**k out of them if they resort to these grubby tactics.
