calls numerous times a day , hungs up before i can answer then has restrictions to incoming calls so can not return call

Caller: Unknown Called several times, when they finally got through, a man said he was calling from Australian Government about solar rebate. Asked if I had solar panels installed and when I replied yes, he hang up immediately. I call bullsh*t!
