This is a UK mobile number being used by a Lotto scammer in the UK, whose website is icelotto.com . The call quality is appalling, suggesting it's not just mobile but VoIP, and the caller sounds like a Filipina with a speech impediment. If you've ever had anything to do with a foreign lottery online, your number has probably been sold to this bunch.
