Same I missed call and went I called back "User Busy"

I tried to return the call from my mobile after I missed the call, however I only get a line is busy tone. Could this be a scam? Or fraudster calling? This number is new to me I've never received calls from it before!

This number called me, I answered and said my name. They repeated "Who's this?", like they had called the wrong number and started reading it back to themselves then hung up. It was super noisy and loud in the background. Weird.

Not sure who it was, I tried calling the number back and it just rang out
