Caller: “Green solar solutions called once, i answered, no response other than a strange noise and hung up. called again about 45 mins latee, knew me by name and asked if my home has solar panels. not sure how/where they got my info as i am a 17 year old. long story short, nuisance/scam call

Call the same time everyday.. there is a long delay when you call back... long story short either a scam or trying to sell something.. either way could not understand them.
