The phone does nor ring, but I Receive message stating: You missed a call but the caller didn't leave a message,

Scam. The number is similar to other non-local numbers that are scams.

Caller: Indian solar battery scammer Caller stated he was returning a call I had made regarding solar battery rebate (Note i have had a system including a battery since 2019) I definitely did not ring any such group. When he started on his sales pitch I butted in and told him what I thought his ancestry probably was (simian crossed with vulture) This finally got through to him and he disconnected the call. Probably a spoofed number.
