? Solar company unsolicited Stupidly answered as was expecting a call

Received a call from this number. It was preceded by message from (presumably) from my phone provider. The warning was in large red flashing letters, "Warning suspected fraudulent activity". Obviously, I blocked without answering.

Never leaves message or hangs up when answer

Hung up when I answered
