Just had a call and they left a voicemail saying they are going to file a lawsuit against me and if I dont call back they will arrest me

This is clearly a scam. Are these scammers so dumb and still breath?

had a call and the message was exactly as follows- "The last suitcase(?) is getting filed under your name. The moment you receive this message I want you to get back to me on my department division no. is 75641" ....Sounds legit...
