Very dodgy operators.    They lied and said they were from Telstra Head Office.    Signed elderly mother up for a $99 per month plan, 2 year contract, and told her she would get a new iPhone5 for free when it is released.    Completely false, actually signed her up for a two year BYO plan i.e. no handset included.    It's a joke that the ACCC or the police don't do something about these scammers.
