First time call from this number. No-one on the other end

My Thai wife received a phone call from this Brisbane number and when she answered it, it automatically dialed an overs seas number. The call was answered by a Thai male person claiming to be from the Thai Consulate in Melbourne. The Thai man called my wife by her first name and claimed that my wife's passport had been used by another person to enter Thailand on 18th Dec 23 and he demanded to know if my wife had sold her identity or given her passport to someone else. My wife told him no she still has her passport at home but as she was working at the time of the call, she had a patient to attend to and had to go but if he could he give her a phone number she would call him back later. He instead offered nothing and hung up. I called the above number but the recorded voice said 'this mailbox is full and cannot receive any more messages' then a 'goodbye'.
