Keep getting multiple calls through the day from this number i wont answer believing its a scammer tried calling it back and got an out of service tone

Multiple calls every other day for the past six weeks. (And also from an extension same number but ending in 21). Have blocked and and has gone to voicemail where you just hear people talking in background and today a message was just a creepy guy saying "hello".
