I found on the internet that other people reported this number as belonging to Ask Australia Market Research.
I called back on the number only to get electronic noise similar to that made by a Fax machine. They probably divert the calls there.
Seeing that there is an Election coming up next month they're probably by passing the Do Not Call register by doing political surveys.
