This is a scam number, saying that the Immigration Bureau has my urgent email. Ask me whether I speak Chinese or English. Later, pretend to be lame in Chinese and cover my personal information!

Claimed to from Paypal (I think). Accent and poor connection. When I said I don't know what it is, they hung up.
