Called & no message left

Caller: They don't say anything

End of March 2024, answered a persistent call twice now, on different days. After I answer the call, they are on the phone but don't say anything. Could this be a scam requiring a phone discussion record to fraudulently make it look like they've discussed something with me?
I see here that this number belonged to QLD Solar Solutions in 2023, and I've had a solar rep come to my door last week, whom I turned away due to having previously explored the option, so it could be the same source.

Keeps calling back no answer to my hello. About 5 calls this week.

Guy called Josh advising me that I may be eligible for govt rebates on my solar panels. It's only for actual homeowners which I'm not so I said thanks for calling and hung up. When I first answered, though, there was no sound and I should have hung up. But I said hello again and he sounded surprised that I answered and it took him a few seconds to gather himself enough to start his spiel. Not sure if it's legit, even though he had a genuine, obvious Aussie accent.

Nobody answered the phone when I said hello.

Multiple calls in a day with no messages left.

So sick of these people looking for Toby, I don't know where the stuff he is. But stop ringing me!

Claiming to Amazon. I don't deal with Amazon. And I owe 9.99 an if I want to stop payment tap on link

I have been called twice today with this number but don’t answer, if it was important they would leave a message
So no go zone I say.
I would also like to add if anyone sees this I was called from a mobile but was expecting it to be an electrician, but it was a wine company and I have never had a wine subscription, but I felt like it was a recording AI but deliberately being unclear and cutting in and out, so I would politely say pardon but it honestly felt like he was just trying to keep me on the phone, it was rather unusual. I hung up immediately, but rung back I never answered.
