Whoever they are keeps ringing (6 calls in the last 2 weeks) and on two occassions it has gone throught to voice mail with no message left but you can hear noise and voices in the background but nothing that helps to know who they are. I've blocked them now.

Rang and didn't leave a message. I called back and there is a recorded message stating, " you have called Thomas Direct previously known as Deaf Connect re Deaf Lottery....."

Yes, it is the deaf lottery people. They will keep calling until you slip up and answer them.

This number hangs up the moment you answer the call, but background noises suggest some kind of office or call centre workspace.
