I think this is spam as they didn't leave a msg.
My iphone diverts to msg bank for callers not in my Contacts nor who I have answered calls or messages from before

I asked the caller to speak slowly and he hung up. The spiel might have had the word government in it.

Called twice and hung up instantly both times I answered
