Looks to be one of them call center registry lists checking to see who is active to be cold called by spammers

There is going to have to be some legal action taken to stop this type of phone abuse. I need my phone on, but am getting so many of these rubbish calls that I'm becoming sleep deprived. Not everybody sleeps at night time.

After you answer the call, there is no sound or voice, they simply hang up.
