I called it back and got the "this number is not connected" message. However, when I answered it the first time, a female robovoice said that it was the "Department of Home Affairs" and my "information was being used for criminal activity" and to press one to speak someone. I was suspicious it was a scam so hung up before calling back minutes later to get the "not connected" message so seems like a scam to me.
