If they claim to be a bank offering you to open a loan account, it is 100% a scam because it's against the law for any bank to offer a person to open any type of account unless the communication is initiated by the potential customer. It is called 'No Hawking' law.

Caller: Claiming to be CBA Strongly accented man left a message claiming to be from CBA asking if we wanted a home loan. Left his mobile number to return, not a landline. 99% a scammer.
