I just got a call from this number and let it go to voicemail. Voicemail message was what seemed like the static of a badly setup telemarketing room (ie the general din and noise of many people talking through a muffled mircophone system) then a clicking sound then a voice in American English spoken with a Chinese twang mumbled like 'delivery' repeated twice like a recording then something in Mandarin also repeated twice like a recording then both again before the voicemail was complete. It's suspicious because I don't speak Mandarin and it came from a number registered in Australia so that doesn't add up. I've heard of recent Chinese scammers, possibly them.
