I've had a series of these calls to my mobile, from different numbers. It's an American robot saying something about something being shut down in two hours - obviously something that I haven't even noticed - and that's followed by a burst of Chinese.
What enrages me even more than the initial calls from these morons, although you wouldn't think that that was possible, is that they leave a message in order to spout that garbage. That makes me call my voicemail - and I will never get that wasted time back.
