Almost certainly a scammer. Number calls regularly but never leaves a message or hands up when call is answered. Likely phishing scam. When trying to return call, the number is never answered and goes to an automated message "we are unable to answer your call right now. Please call back later. This suggests it's an overseas scammer or ID thief.
