I believe this to be a scam.

This is a scam call pretending to be from Australia Post.

Australia Post advertise that they won't ever send an sms asking for payment or personal information on their website - https://auspost.com.au/about-us/about-our-site/online-security-scams-fraud/scam-alerts

The contents of the scam sms is as follows

Aus-Post: We made a attempt to deliver your package but no one was available. To rearrange, please visit: https://auspost.requestdeliveryonline.com

A Taiwanese man called "Roy" originally was in Perth and looking for a job quick and marry anyone quick just to stay in the country decided to try and scam
His number can be found on his old account along with his email and infomation to back the above on a Taiwanese backpackers site here
