Following up on my report, in an email convo with Kangan Institute, they've told me this is an official program but pilot which is why it's not on websites at the moment. Not a scam.

Caller: Someone claiming to be from the 'CHR Group' Said she was recruiting for Kangan Institute "privately" for a Hospitality Certificate III Course run for one day over ten weeks in South Melbourne, fee-free for eligible students (over 18 and Australian citizens). Sounded too good to be true, so called Kangan Institute and they said it was a hoax.
