Got same message as well, i think that it's got something to do with getting free magazine downloads in play magazine. The free magazine came from the USA

My phone sends DCB_ASSOCIATION:Pdf5ca94e839f859658c38e9 to this number. It has something to do with Google play store billing verification. Why this number I'm not sure.
