called me today, went to voicemail and there was some noise in the background before hanging up. Scam call centre, probably spoofing some poor sap's phone number

Caller rings, either leaves no message or once you answer they hang up. Call can not be returned (i.e. "your call could not be connected please check your number before calling again") As most people & businesses answer their phones (or leave message) can only presume this number is another one of many spam calls & has been blocked accordingly.
