This is a pre-recorded voice message informing you of your non-compliance with user use regulations and that they will stop all of your services, Im assuming internet services. Don't fall for this as they will likely be after your personal details. This is a foreign pre recorded voice with options in Chinese or English. It's obviously a scam and a nuisance call. Block and Delete.
