didn't leave a message so I called back (as I was expecting a call from that area) and got an automated 'the number you are calling is incomplete or disconnected' - but it was an Aussie woman's voice, not the Telstra voice, so at a guess I'd say it's a scammer hotline with a block on it (that diverts you to the message) so you can't call back in
