Cold calling about a Victorian government scheme to upgrade hot water systems.

When I answered I had no response from the caller. I could clearly hear lots noise of other people in the background. Clearly sounded like a junk call centre.
Number now blocked.

Received a call from this number - they did not leave a message - tried to call them back but when I call and the phone answered heard nothing so hung on them.

Cold call about the government replacing your hot water system and giving a $900 rebate. This scam has been going on for months. Clear OS caller, very poor English, highly irritating.

Suspect call. Rings and I answer and nobody speaks.

I receive a call from this number dispite having it blocked on my phone as spam. How does this happen?
