Very similar to other numbers being spoofed or generated by the Wine Group and its aliases to maintain a barrage of unsolicited calls to those who keep on blocking their telephone numbers. I repeat comments I have made elsewhere that telcos could easily identify the persons or entities who engage in this type of spamming but won't do so unless governments force them to seriously address it. In the meantime the telcos profit from all the network connection fees they charge each other.
