OMG!! This number calls me maybe every 2nd day without fail.. Usually when I'm at work and I cannot answer anyway. I refuse to call back as it is a (03) number and I'm in Sydney.

It's Avon Insurance Direct. If you are a Commonwealth bank customer you will most likely get these calls. They have an auto-dialer that just calls as it's programmed to do.
