when you call the number back, it plays a message to say it is not connected, which indicates it is being spoofed, so a scammer

Caller: Survey caller Says he was doing a survey on the upcoming private health insurance rate hikes. The usual, which provider and how much do you pay? But started to venture into more personal info so I hung up.
