Call Repeatedly but never leaves message also same phone number except one digit changes always

I've got the same above number called me today. When I answered the other end didn't say any words, so I hung up.

The person on the phone asked about air conditioning. He hung up quickly when I said I didn’t want it.

Pretending to be associated with NSW Government

Claims to be offering the gov subsidy for hot water upgrade. Will not take no for an answer and keep ringing.

They called from this number, I picked up they are saying that they are from VIC Gov something on Hot Water System replacement... I started laughing and said "what kind of fruad scam is this" and said they are not... I asked for the ABN number and repeat the company name but a guy called Rashid hung on me.
