So annoying, call me everyday, but always the last three numbers are different, I call back and the number not connected

Looking at previous completes with similar numbers as listed and this one (03) 9001 1543.
They never leave messages - I'm assuming scams

Caller: “Neil” Indian guy “Neil”- very persistent- about upgrading my hot water system to save money. I told him I’d already upgraded. He continued saying it would save me money, I told him I already am, I’ve upgraded recently. Didn’t seem to understand that. I’ve had a dozen calls from these scammers over this now for days. Not to mention solar panels. Getting fed up.

I think this is a robot caller. I have been getting lots of calls from similar, dodgy looking numbers (03 900 …). When I answered this one, there were electronic noises and a very long pause. I think someone came on the line as I hung up but too late to hear what they wanted.
