How's the scam gonna work? How would they rack up charges on our accounts if we're not making the call ourselves?

I just got this call at 16:24. There was a prerecorded message about Go Quiz and prizes etc.I hung up after they said something about a question comming up, thinking it was a ploy to make me stay on the phone and charge me some how at huge rates.I rang fromthe land line and just got a quick hello then it cut off.
