I've been getting the same issue here for the past month. They're also calling from a similar number. Apparently its from a research Institute of Education relating to "participation of surveys". Hope this helps.

I've been getting calls from this number every day now at either 14:20 or 09:31. But the call ends as soon as I answer it.
