Probably a scammer. Looked up the number at another telephone number look up site and it suggested the number's registrant company name which is included in a report to government regulatory department. Most comments at that telephone number look up site were negative, stating the caller was a scammer and aggressive. however that is secondhand commentary..
Never answer calls from unknown numbers. Report all nuisance callers.
Legitimate companies need to update their records as my numbers are on the do not call register and have been for way more than the 30 days required to update and remove numbers on the register.
