how do I get phone calls from numbers I have blocked and deleted?

I am sick of blocking this nuisance caller and they still ring. How do we stop the call permanently?

Ansaphone message; " you missed a call but caler didn't leave a message". Receiving same message from various similar 'phone numbers.

Unknown number to me, so I did not answer and waited to see if they left a message. They didn't, so I presume the call was not important, was a cold caller and blocked it.
