call back results in pickup but no voice response, just background chatter

Caller: Vodafone financial hardship team?

called me out of the blue, no idea who it was all I could hear was groovy hold music for a minute & then it hung up. I called back & was still on hold but it did say it was a the Vodafone financial hardship team.

Called me but didn’t say anything, just silence on the other line. Doesn’t respond to “hello” unlike automatic calls from, let’s say Vodafone, where an automatic voice responds when you say hello.
