Caller: "LED" replacement people on behalf of the Government

Annoying moron harassing me about our Government wanting us to replace lights with LED bulbs.......

Received a call on my landline from this number and let it go to voicemail. They then tried my mobile number and again I did not answer it and they left no voicemail. I tried to call it back and the number didn't even ring - it went straight to voicemail where the recorded message said in an American accent "your call is important to us, please stay on the line for the next available agent". I suspect this one is a scam so I hung up.
