Asked to compare power bills for me and did not know who I was - owner of the number they called. Wasted their time as long as possible. It's their money, not mine :) Advised I would not provide any personal information at all over the phone to a cold caller and that I didn't believe they were located in Victoria.

They have called me every day since 23 July (10 days!!!). I have now blocked them as when I try to call them back, the message says the number is not connected!

This is a scam. It has called me several times and then hangs up the moment I answer. It has done this every afternoon for several days.
They usually do this to ensure that a number in their list is "genuine" and "active". So that way they can pass it onto their call-marketing team to start calling you for all sorts of rubbish.
Have now BLOCKED this number.

Just let a call from this number go through to the keeper. No message left (of course). I rang back and received the message "The number you have called is not connected..."

Caller: Discount on power bill ????

There is no power bills in my name so I am not sure why they call me every day and I tell them the same thing for the last 12 months. They use various number with the same prefix 03 8240 xxxx. I think Melbourne needs to crack down on these pest companies.
