Yes it's a scammer. They've been trying all day, this is one of their numbers. I block anything not in my contacts list with an app called Calls Blocker. If every call they make is blocked then the calls will eventually slow down, then stop, but it takes weeks to months
But it DOES work in the end and is the only known way to make them stop calling

Got called twice immediately. Probably a scammer because everyone I know is on my whitelist.
