Robocall claiming to be from PayPal regarding a purchase order.

I had a missed call from this number, so called back. Recorded heavily accented message said something about "one of our agents will be with you shortly". I didn't wait. Later on checked my voice mail, there was again accented message something about $229.99 , couldn't understand more. Looks like a scam to me.
