This number is NOT in my contact list, there was no message left, so I have blocked the number and listed this as a scam caller

Caller: Assume Scam The number has come from Hobart (03). The caller has an accent. It was a female voice. She started by saying "I am not trying to sell you anything but the global financial markets" and then I cut her off and ended the call. Definitely something scammer. Do not answer as it is a waste of time.

They usually are. Scumbags who cold call and note the number of those who answer. If you don't know or recognise the number, simply block, If they don't bother identifying themselves with a voicemail, then they're not worth talking to.
